The Alberta government’s “grand bargain” with the federal government to come to an agreement on a federal industrial carbon tax to pave the way for a West Coast pipeline has paid off, Premier Danielle Smith said Friday after she and Prime Minister Mark Carney signed an implementation agreement on the MOU laid out last November.
